PURPOSE:
  • To examine acquisition and real property management initiatives and challenges at the General Services Administration (GSA).
BACKGROUND:
  • The GSA provides real estate, acquisition and technology services for the federal government workforce through two offices – the Public Buildings Service (PBS) and the Federal Acquisition Service (FAS).
  • The Government Accountability Office (GAO) has placed federal real property management on its High Risk list and has identified a number of longstanding challenges that PBS faces.
  • In 2016, Congress passed the Federal Assets Sale and Transfer Act, which created the Public Buildings Reform Board and required GSA to create and maintain a public, online database of all federal real property holdings. In 2017, Congress enacted the National Defense Authorization Act for fiscal year 2018, which requires GSA, in coordination with the Office of Management and Budget, to establish a program to procure commercial products through commercial e-commerce portals.
  • An implementation plan and schedule for carrying out the program is to be provided to Congress by March 12, 2018.
