PURPOSE:

To examine efforts by federal agencies to reduce the use of Social Security numbers (SSNs) and the security challenges facing these agencies.

BACKGROUND:

In 2007, the Office of Management and Budget (OMB) required all federal agencies to identify opportunities to reduce their use of SSNs and establish a plan to eliminate the unnecessary use of SSNs within 18 months.
OMB also required agencies to participate in government-wide efforts to explore alternatives to SSNs as personal identifiers for federal employees and in the administration of federal programs.
Last week the House of Representatives passed H.R. 2227, the Modernizing Government Technology Act of 2017, which willassist the federal government in modernizing federal IT systems.
