PURPOSE:
- To explore management challenges imposed by the fragmented regulatory process for energy development on tribal lands.
BACKGROUND:
- On February 15, 2017, the Subcommittee on the Interior, Energy and Environment held a hearing coinciding with the release of the Government Accountability Office (GAO)’s biennial High Risk List. The hearing examined one of three new high-risk areas added to the 2017 report: Improving Federal Management of Programs that Serve Tribes and Their Members. GAO’s concerns were focused on programs related to health, education, and energy.
- On March 15, 2018, the Subcommittee on the Interior, Energy, and Environment held a hearing examining the federal permitting process. At this hearing, the witnesses echoed many of the concerns raised in the energy resource management context at the hearing on February 15, 2017.
