Oversight to Examine Proposed Changes to Eliminate Waste, Improve Management of Combined Federal Campaign
WASHINGTON – House Oversight and Government Reform Subcommittee on Federal Workforce, U.S. Postal Service and Census Chairman Blake Farenthold (R-Texas) will convene a hearing entitled, “The Combined Federal Campaign: Making Every Dollar Count” on Wednesday, July 10th.
The Combined Federal Campaign (CFC) is the largest workplace giving program that allows federal civilian, postal and military personnel to donate to local and national charitable organizations. Giving has declined in recent years, from $282.6 million in 2009 to $258.3 million in 2012 – a drop off $24.4 million.
In July 2012, the CRC-50 Commission, a group tasked with modernizing the CFC following the program’s 50 year anniversary, released a report with 24 recommendations to improve donor participation, program administration and address waste and abuse uncovered by the Office of Personnel Management Inspector General in an earlier audit. Following the report, OPM proposed several regulatory changes to the CFC, including several changes that are beyond the Commission’s recommendation. More than one thousand comments were submitted in response to OPM’s proposed changes. The Committee has heard concerns from a number of stakeholders about some of the proposed changes, including the elimination of paper donations and the centralization of the CRC infrastructure.
This hearing will examine the CFC-50 Commission’s recommendations for improvement, the impact of OPM’s proposed regulation and OPM’s plan to ensure donor confidence.
